This is a SOLAR POWERED HAPPY FLAPPER "don't bug me" potted Ladybug plant
.  This was manufactured for HMK (Hallmark) and indicates it is "table decoration provides perpetual motion when placed in sunlight.  On/Off switch is located on bottom of the item".
Measures about 4 3/4 inches high by 4 1/4 inches across.  It has a solar panel at the top for collecting solar energy to power movement.  Figure appears in good condition.
Outer packaging may have some scuffs/bubble pack indentations/minor shelf wear.
